Inner London is the only area of the country to have a higher rate of job starts than before the recession, while job creation in some parts of the country is down 31 per cent on pre-recession levels, according to a new TUC report published today (Monday).
The TUC Touchstone pamphlet Equitable Full Employment: A Jobs Recovery For All (pdf) shows that the recent rise in employment is being driven by fewer people leaving their jobs, rather than more people finding new work.
Job starts – the number of people starting a new job within a three month period – are currently around 20 per cent below pre-recession levels across the UK, and are still falling in parts of the country. The fact that fewer people are leaving their jobs helps to explain why the employment rate for older workers is increasing so much faster than for young people, says the TUC.
The report, written for the TUC by Tony Wilson and Paul Bivand of the Centre for Economic and Social Inclusion (Inclusion), compares job start rates before the recession, at the height of the crash and during the recent recovery. It finds that metropolitan areas such as London, Birmingham and Tyne and Wear are recovering faster than their neighbouring rural areas.
Inner London is the only area of the country where jobs are being created at a faster rate than before the crash. Outer London, the South East and Eastern England have recovered since the crash but job starts are still 11 per cent, 16 per cent and 21 per cent below pre-recession levels.
Job creation across the rest of the country is more mixed, says the TUC. Job creation in Tyne and Wear is recovering (though still 11 per cent below pre-recession levels) but getting worse across the rest of the North East.

Job creation in the West Midlands metropolitan area is recovering but the rest of the region continues to decline (down 31 per cent), while South and West Yorkshire are both performing far better than the rest of Yorkshire and Humberside. Job starts in Greater Manchester have fallen slightly since the height of the crash but the city is still doing far better than Merseyside and the rest of the North West, where job starts are 30 per cent down on pre-recession levels.
Strathclyde is the only major metropolitan area that is performing worse than its neighbouring area, with job creation across the rest of Scotland recovering faster.
The report shows while the UK’s employment rate is rising, there are huge swathes of the country – particularly rural areas – where job creation remains depressed and is getting worse, say the TUC.
The report also looks at job starts across different age groups, qualification levels and types of work. It finds that while job creation rates for graduates are back above pre-recession levels, the number of people with lower-level qualifications starting new jobs declined during the boom and has continued to deteriorate since the crash.
The proportion of jobs starts to non-permanent work is now higher than it was before the crash, with three in ten job starts in temporary work. Fixed-term contacts are the most popular form of temporary work.
The continuing shift from permanent employee jobs to self-employment and temporary work, such as fixed-term contacts and agency work, suggests the nature of the UK jobs market is changing permanently, rather than being a short-term response to the recession, says the TUC.

The rate of people moving from unemployment to work is still lower than pre-recession levels across all age groups, say the report. ‘Hiring rates’ have recovered fastest for older workers, but they remain far less likely to move from unemployment to work than any other age group.
Hiring rates for 16-24 year olds, who traditionally have moved from unemployment into work at a far quicker rate than all other age groups, have declined considerably over the last 17 years. People in their late 20s and early 30s are now finding work as quickly as younger people, says the report.
The report makes a number of recommendations to boost job creation and raise employment levels further, including:
• Offering targeted employment support programmes, such as a job guarantee for any young person out of work for at least six months.
• Identifying low skills as a reason to provide more intensive employment support.
• Establishing bodies in each industrial sector so that government, unions and employers can work together to identify skills gaps, promote decent workplace standards and fair pay.
TUC General Secretary Frances O’Grady said:
“Many people assume that rising employment levels are simply down to more people getting new work. In fact, the recent recovery in our jobs market is mainly due to people holding onto their jobs, rather than finding new ones. This is great news if you want to keep earning as you approach retirement, but less positive if you’re trying to take your first step on the career ladder.
“Job creation is as important for people looking for work as it is for those already in work and looking to boost their incomes. It’s worrying that across huge swathes of the country – and particularly in rural areas – job creation levels remain depressed and that where jobs are being created far more are temporary positions than before the crash.
“We need to see far more high-quality jobs being created, not just in our cities but across the UK, if we’re going to achieve full employment and a return to healthy pay rises.”

“What we are concerned about is inclusion, which isn’t just our name. Growth in employment should help to close gaps in our society. We don’t want a rising tide to lift just the most buoyant, while leaving others behind. We want all areas and groups to benefit and we need to close gaps.
“We are already hearing that there is a risk of the Bank taking action because of overheating high-end London house prices. For the economy to benefit all, then rises in jobs have to occur in the rural areas as well as the cities, and Glasgow and Merseyside as well as the South East.”

A new political party has been launched with the aim of bringing devolution to the North-East.
The North East Party is aiming to secure powers similar to those in Wales, Scotland and Northern Ireland.
It intends to contest 12 seats in the region at next year’s general election, funded through membership and donations from people who want political independence from Westminster.
The North East Party (NEP) wants to take control of issues such as job creation, public services, including health and social care, as well as education and public transport. It also says it wants to ensure world class science and research is carried out in the region.
The party’s chairman is Hilton Dawson, former Labour MP for Lancaster and Wyre, who lives in Warkworth, Northumberland, and is from the area.
The 60-year-old social worker, who has a wife, two daughters and is a grandfather-of-four, said: “We are the most neglected region in England and until we have real power and real decision making here we won’t be to address the fundamental issues of the North-East.
“This is the poorest region in the country with the highest level of unemployment and the highest level of social deprivation.
Susan McDonnell, a former Peterlee Town Councillor and Labour Party member, is considering standing against Easington MP Grahame Morris in the general election next May.
The 49-year-old, who lives in Peterlee with her husband, and has one son, narrowly missed out on a seat on Durham County Council last year.
Ms McDonnell, the party’s administrator, who works as an office manager for an email marketing company in Newcastle, said: “The purpose of the party is to bring political representation to the North-East.
“We had a referendum on regional assembly and that failed because it was dressed up as another level of bureaucracy.
“What we would aim to try and do is get true devolution for the North-East so we are not beholden to Westminster. We would decide on the key issues that affect the region with our own Government.
“It won’t be a separate country, but we will have devolved power so decisions that affect the North-East will be made here in the North-East by North-East people.”
The first gathering of the North East Party will be held at the Durham Conference Centre on Monday, June 16 from 6pmto 9pm.

NEWCASTLE UPON TYNE
It was a day that promised much for UKIP with rumours of winning a seat in Woolsington early on. Flopped again, though.
They did come second in a number of seats, registering particularly highly in Walkergate with 843 votes and Benwell and Scotswood with 823, however outright victory eluded it.
In all 27 seats were up for grabs at Newcastle City Council, 16 previously held by Labour and 11 by the Lib Dems.
At the end of the count it was almost a case of “as you were” with Labour winning 17, the Lib Dems nine and Independent candidate Bill Corbett landing a spectacular success in Westerhope, taking the seat from Labour.
In some wards the Lib Dem vote collapsed but overall party leaders were visibly relieved that its support held up well compared to other parts of the country.
However its Chief Whip Tom Woodwark was the major casualty of the day when he lost out to Labour in South Jesmond.
Overall Labour won 45% of the vote, the Lib Dems 21.7%, UKIP 13.5% and the Tories 9.9%.
North Tyneside’s former elected mayor Linda Arkley failed to make a civic comeback after losing in the Tynemouth ward to Labour’s Sarah Day.
The seat was one of the most hotly contested and the Conservative candidate missed out on being elected by just 37 votes.
Current mayor Norma Redfearn said she was “overjoyed” Labour had managed to retain overall control of the council as well as gaining two additional seats in Wallsend and Chirton.
She said Labour had weathered many a protest vote in the past and were not worried about UKIP coming second in nine wards.
Their surge was down to the current Government’s record on job creation and the bedroom tax, she added. UKIP gained a 20% share of the vote overall although failed to win a seat.
Party member Marianne Follin, who also stood in Tynemouth, said: “It’s been said we are the fourth political party and we’ve proved that now.”

The council is now made up of 44 Labour councillors, 12 Conservative and 4 Lib Dems.
Labour remained in control of Gateshead Council despite a strong UKIP showing.
Leader of the council, Mick Henry, thanked the public for their support to his party despite the Government cuts his borough currently faces.
He said: “Nothing has changed. Considering that we are suffering a 37% cut in the budget and we have had to take actions as a council, I am pleased that the Gateshead public have shown support for us in the circumstances.”
When asked about the number of votes secured by UKIP, Mr
Henry said: “Next year will be different.
“The European elections have helped them on this occasion and we are hoping it will be different next year.
“It’s the Liberal Democrats we need to worry about, and the actions of the Government.”

> The national media seems to be intent on boosting UKIP on the basis of these local elections, and even locally the Newcastle Journal was making statements like:
“Asked for his response to Ukip’s success in Sunderland and the Yorkshire town of Rotherham, where the party won ten seats, Mr Balls said: …”
Pardon me ? Ukip’s success in Sunderland ? Did I miss something ?
They didn’t win a single seat ! That’s success ?
Neither did the Greens or Lib Dems, so they must be doing very well too, right ?
The truth is – and the Newcastle Journal and other local media have failed to point this out – before these elections UKIP had 2 local seats across the whole of Tyne & Wear, both in South Tyneside.
After these elections, they only have 1… and that perhaps only because that particular seat wasn’t up for election.
So across Tyne & Wear, which UKIP had been making noises about targeting, they won nothing and actually lost 50% of what they did hold.
Now there’s success and there’s success… and there’s also dismal failure. I think I know which category UKIP’s performance falls into.
As I interupted Ed Balls earlier, perhaps we should return to him for a moment…
“So we have to understand that challenge (of UKIP). People want to know we will have tough controls on immigration, that you’re not going to be able to come here to work in our country and send benefits back to families at home “
In other words, some people are voting for UKIP, so lets steal their policies and hijack the closet racist vote.
Surely they learnt their lesson with New Labour’s desperate attempts to win the middle class vote ?
Tourism projects vital to Northumberland will be denied a chance to bid for Government cash.
Hopes of building on Northumberland’s tourist hotspot status were dashed when planners were told the latest Government advice was that new projects would not bring in enough jobs and so will not get any cash from a £2bn local growth fund.
Officials in Northumberland were told the news when they asked for £2m from the North East Local Enterprise Partnership, the business-led group backed by Government tasked with co-ordinating job creation efforts. Cash would have gone towards The Sill project, a visitor centre which would have created more than 100 jobs.
The partnership told Northumberland the blame lay with the Government, saying cities minister Greg Clark made the blunt assessment of the likelihood of funding bids being successful when he met business and council leaders last week.
But last night the Cabinet office said it was “absolutely wrong” to rule out tourism projects, and insisted the North East could try for cash if it could prove that the tourism project would create jobs.
Tourism in Northumberland alone is said to support some 16,000 jobs, but, Northumberland County Councilhas been told, strict funding rules for the new cash pot will rule out supporting visitor centres, galleries or hotels. The snub has raised fears at County Hall that money handed to the region through the Local Growth Fund will almost entirely benefit urban Tyneside and Sunderland.
“To say that ‘tourism isn’t an economic priority’ downplays the significant role this sector plays in the wider Northumberland economy but especially in Tynedale. Last year it accounted for over £700m in the county economy and underpinned over 13,000 jobs. The Conservative-led coalition doesn’t understand our needs.”
The Sill project, based near Haydon Bridge, is for a discovery centre and office space bringing in an expected 100,000 visitors, with 15,000 expected to stay overnight.
The partnership’s tourism advice also raises question marks over further tourism cash for other Northumberland projects, including a share of the £7m needed to further develop Kielder Forestwith a tree top walkway adventure centre and wildlife support.
A Cabinet Office spokesman said: “It is absolutely untrue to say that tourism projects are less likely be successful in bids for local growth deals.
“Any bid must be able to show good evidence of benefits for the local economy in terms of jobs and growth, and bids from the tourism industry will be considered on their individual merits alongside every other sector. It is for the North East Local Enterprise Partnership to decide what priority they give to the individual bids in the region, according to the evidence provided.”
A spokesman for the partnership said they were still finalising plans, adding that: “We have been advised that tourism and cultural projects are less likely to achieve these ambitious measures.
“This does not mean the end for the Sill or other projects which could not be prioritised at this time and we will be working with partners to identify alternative funding sources wherever possible.”

The Trust set up to safeguard Hadrian’s Wall is to be closed down as a result of funding cuts.
Staff at the Hadrian’s Wall Trust face an uncertain future after English Heritage decided it had no option but to pull the plug on support.
The body had being tasked with managing the World heritage Site, but control will now have to be shared among various councils along the route.
English Heritage, Natural England and the eight local authorities who part fund the Hadrian’s Wall Trust are working with NorthumberlandNational Park Authority and the Chairman of the World Heritage Site Management Plan Committee, to put new arrangements in place to safeguard one of the country’s most famous landmarks.
Henry Owen-John, English Heritage planning and conservation director for the North West, said the funders were left with little choice.
He said: “The Trust as a charity is working in a pretty tough financial climate, as are the people who contribute funds to it, such as English Heritage.
“The Trust has been very successful in raising money for specific projects, but the difficulty is finding funding to cover its core costs, the day to day costs, and it is this which has led us to our decision.
“These are difficult times that we all have to operate under. The Hadrian’s Wall World Heritage Site is unusual in that we do not normally cover the management sites, it is really just this and Stonehenge where this happens, and we have to bring that situation here to an end, and try to get the management self sustaining.
“The people who will take over after the closure of the trust are committed to the future management and coordination of the sites.
“Northumberland County Council will take a lead role in coordinating this now.”
Mr Owen-John said promotional work this year will continue.
“It will take approximately six months to bring the affairs of the trust to a satisfactory conclusion, and the spring and autumn promotional work will continue as planned this year.
“We want to continue marketing Hadrian’s Wall as a whole rather than each council just marketing its bit of the wall.”
English Heritage has had a hard time when it comes to securing Government cash. In 2010 it had some 30% of its budget axed.
In 2013 the Department for Culture, Media and Sport came back for more cuts, asking for 10% from the heritage group’s 2015/16 budget.
Last month The Journal revealed concerns among North East councils that plans to reform English Heritage could see it cherry pick the best sites for its new management arm at the cost of less glamorous sites.
The changes have prompted fears from former Newcastle council leader Lord Beecham and former regional minister Nick Brown that the moves were akin to privatising the service.
In response, Sir Laurie Magnus told The Journal he wanted to “make clear that English Heritage considers its sites in the North East to be among the most important, interesting and beautiful in England. The advantage of the proposed change is that we will be able to invest more in them not less.”
In Northumberland it is hoped the staff currently working for the trust will, where possible, be found work with the councils and other bodies helping look after the wall in future, with decisions being made over the next six months.
Grant Davey, leader of Northumberland County Council: “Hadrian’s Wall is a core part of the county’s tourism industry. We are working alongside our partners with businesses, communities and all other stakeholders along the route to support them and keep them informed of developments. Our priority is safeguarding the Wall into the future.”
